Adding Swirls on Photoshop
1. Open up any image you like: File>Open
2. We need to radial blur it: Filtre>Blur>Radial Blur
3. I would say the best amount is 10 or 11.
4. Make sure the blur method is spin, and the quality is good.
5. Click Okay.
6. Your picture should be blurry.
7. From the tool bar on your left, click the eraser or the mask.
8. Now start erasing the part where you want it to be not blurry.
